Cafe Benelux is hard by the Milwaukee Public Market in the 3rd Ward. It has good breakfast/brunch food, friendly servers who are knowledgeable about beer, and a wide assortment of Belgian and Belgian-style brews in bottles and on tap. The tap prices are decent, the bottle prices are high at first glance, but likely are in line with the normal mark-up one sees. They also have local brews. The beer menu changes monthly. There's a market in-house where you can purchase bottled/canned beer to go. The decor is fun, the crowds are lively but not overwhelming. It would be fun to while away a rainy day here.

Edit: if you're bookshopping, the owned-by-the-same-people Cafe Hollander is a blockor so north of the Boswell Book Company at 2608 N Downer Avenue in Milwaukee. A smaller (but still extensive) beer menu there.
