Tough place to review. I've spent many a lunchtime at Fred's and stop in quite often in mid-afternoon. I've also been there quite a number of evenings.
The beer selection can't be beat. Always at least 30 on tap with an ample number (usually at least 5) Belgium brews, at least a half dozen IPAs and 2 or more nitro selections. Food at Fred's is always good; nothing too fancy but they have great pizzas and sandwiches. So, food and beer are great so how can it be hard to rate? Well, Fred's is like two different places in the daytime and night. Nights are usually packed and very, very noisy. Service at night can be poor (never a problem at lunch). On brewer's nights reservations are a must unless you are willing to wait a long time for a table. The staff is always pretty beer savvy and eager to provide complimentary samples of whatever.
My rating is for noon till five. Service and atmosphere would be lower in the evenings.

We go to Fred's a lot, it's the only real beer bar near where I live. However, something is not right as many of the beers I've had there have an off flavor or after taste. I've had to send back a beer that was either completely flat or totally skunky. Thus, I am only giving a 3 on beer selection. I hate not giving a better rating as Fred's does get in some cool regional beers. I keep going back hoping that one of their beers I try will be fresh. Unless I drive 45 minutes to seattle there isn't anything better.

The food is usually pretty good. The service is also good.

Excellent little pub with great service and good beers. The taps are a rotating selection of about 30 beers. About 1/3 are standing beers, the rest rotate through regularly. Recent delights were Deschutes Abyss, Walking Man Big Fat Homo, and Skookum Stout. Currently (March 08), they have a 1997 Alaskan Smoked Porter on tap.
Fred's has regular brewers nights. Diamond Knot is coming up, and Alaksan and Deschutes have been there recently.
The Fred's Cask Club meets every Tuesday nights at 6.
